Huber Ridge Area

I have a question. The house next to us is currently vacant. It was purchased through HUD last Spring and completely gutted and remodeled. Unfortunately, once the work was done, the guys who bought it were not able to sell it, as is common right now. In january, a family moved in, but recently moved out. esterday we noticed that the inside of the front windows are covered, and I mean COVERED, with flies. I was able to find an address on the Auditor's web site for one of the "boys", as we called them when they were rehabbing the house. Is there any way, other than writing them, to get the situation checked into? The family moved out in the middle of the night, and I am concerned over what is causing the fly infestation.
