Huber Ridge Area

A new neighbor moved into a rental house near my own house. He runs a concrete company out of his house. Men show up at the house anywhere between 6:30 and 7:00. They load up the trucks he has parked in his driveway, start the engines and let them run for awhile and just make a racket. Their cars are parked on both sides of our street.  They leave and it's quiet - having the cars parked in front of our houses is just a nuisance, tho.  They all return back to the house, usually around 5 or 6pm. Some of the men hang around and drink. Loud music blasts from the open doors/windows.  Then they all start to leave, obviously in no hurry to go back to their own places.  It's bad.  All the noise and cars.  Does anyone else have a problem like this and if so....what's my recourse here to get this to stop?  The police and other neighbors have tried to talk to him but to no avail....
