Did you find your information from the humane society website? I will check, but it helps me to know the source.
The cats use our mulch for their litter box, too. I do not like it, but an experience on our street (Makassar) a couple of years ago has taught me to view it with a little more patience.
We had a serious rat problem on Makassar a couple of years ago - they even made their home under the playhouse in our back yard. It was disgusting. I involved the health department - I was desperate. My husband and I dug an eighteen inch trench around the playhouse ansd then attached hardware cloth to the playhouse 18 inches deep. It was a huge undertaking - lots of sweat, etc., just because of the sentimentality of the playhouse.
The health department had set traps by the rat hole and the rats ate a lot of the poison. Rats are not clean at all; and I had no problem with the eradication process. Some would, but unaplogetically, I did not. Neighbors had to exterminate and many had to rethink their habits. It is easy to set trash at the curb in plastic bags or leave trash cans uncovered - I used to do it. No more.
There were few cats at the time. Now there are cats - and I complain, sort of, but . . . I scoop up the poop and try to garden in a different way. So far they keep outsmarting me, but I just remind myself that I despise having mice in the house, and REALLY do not want rats around at all. The cats have helped, but so have neighbor habits.
This is just another way to see it - your is fine, too, as long as it is legal. :)
