Hi Becky, I've emailed Bryan Rhoads (Maintenance Code Officer for Blendon Township) and Chief Belford your issue. Bryan is checking on it now, he believes it came up in another part of the township previously but he wants to check the law and hopefully he will post here.
I saw the article in This Week that a man wants to raise some "pet" chickens. Bexley allows them and I had seen online that other areas in Franklin County have had these kinds of discussions pop up. Personally, I wouldn't want to live next to someone with "pet" chickens or laying chickens...the stench from them would be hideous! My husband's uncle had a chicken farm and it smelled to high heaven in that barn.
We'll see what Bryan comes up with.

Bryan responded to me today, he said:
SECTION 110 of the Franklin County Zoning Resolution states that Agriculture is prohibited on lots of (1) acre or less. Farm animals are considered agriculture. = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = There's your answer, it would be a "no" for Blendon Twp on this issue. BT is under the jurisdiction of Franklin County (not the City of Westerville) which is why he cited Franklin County Zoning Resolution.
