Huber Ridge Area

We have been considering placing our house on the market, however the house next to ours is a big concern for potential buyers. Their front windows are replaced with cardboard and secured to the structure with duct tape and have been for months. Also, their back window has duct tape holding it together and has for the entire 5 years we have lived there. Is this up to code? Besides just looking trashy and being a sore eye for potential buyers in the neighborhood of course. We thought this house was in the process of being "flipped" when we moved in as it is in such bad shape, only to be told the people that own it have lived their longer than my husband and I have been alive!
