Dear Neighbor,
Looking at the other posts, it is apparent that you are not alone in your frustrations.
Nuggett is correct in what he/she wrote about the barking dog ordinance - but I hear what you are saying about reporting it and either the dog stops barking or the police may be on another more serious call and cannot respond to your complaint while it is happening. You could call every time it happens and there may be a time an officer is available and will witness the annoyance and take appropriate action - our police do that.
However, as a neighbor who cares about and desires a peaceful neighborhood, I have thought a lot about what the central issues are in making a community pleasant and peaceful. (Be sure of this, I do not have all the answers or suppose I have THE answer suitable to all.) But I am convinced that the true answers lie in the attitude (heart, thinking) of every neighbor.
If we did our best to live at peace with everyone, if we led quiet lives, and if in practice we thought about how close we are (proximity) to one another and how what we do truly affects our neighbors, and then did what we could to consider our neighbor - the Golden Rule - we would be a better community.
Leading by example is one way and sometimes works, but sometimes does not. Maybe we can learn to overlook a lot, too. But if neighbors disregard or disobey the law, then they should be ready to accept consequences for their actions. We all should. "For rulers hold no terror for those who do right, but for those who do wrong."
Not sure if your neighbor will read this post and see himself or herself in it and consequently decide to change behavior; that could be a solution. But if the problem continues, and you cannot stand it, know that the law is on the books for a reason. Call.
I empathize with you, appreciate your dilemma, and although I have not solved your problem with my answer, I will at least commit to being a considerate neighbor, and will commit your situation to prayer.
